2.    Commission of Inquiry - legislation relating to a commission of inquiry;

4.    Problems with the plumbing industry, the main contractor, the plumbing subcontractor and the statutory bodies in the incident;

5.    Claims lodged by the main contractor on its domestic plumbing subcontractor:

      (b)    Cost of replacement of all copper water pipes;
      (c)    Cost of provision of water filter;
      (d)    Cost of water charges reimbursed by main contractor to tenants.

6.   Plumbing subcontractor refuted claim by asserting:

      (a)    Remoteness of main contractor’s claim;
      (b)    Plaintiff to mitigate loss;
      (c)    Political decision and not based on terms of domestic subcontract; and
