Speaker : Sr Thomas Ho
Thomas is the Past President (2016-2017) of The Hong Kong Institute of Surveyors, the Past Chairman (2011-2012) of the Quantity Surveying Division of The Hong Kong Institute of Surveyors and the Past Chairman (2015-2016) of Surveyors Registration Board. He is currently the Managing Director of TLS & Associates Ltd., a Quantity Surveying Consulting firm on Hong Kong Government list and has over 30 years experiences both in building and infrastructure works. Thomas is a Fellow of the HKIS, Fellow of CECA, accredited mediator of HKMAAL, HKIAC and HKIS/HKIA and has participated as a mediator in mediation cases in construction and financial disputes.

With the increasing number of aged buildings in Hong Kong, building maintenance and repair are essential to ensure safety of such buildings. However, owners of such buildings may not have professional knowledge on the maintenance and repair works and hence may find it difficult to assess whether the tenders for repairing works of their buildings are reasonable or not.

Due to the difference in nature between new works and maintenance and repairs works, the tendering and cost control system used in new works and maintenance and repair works may be different. There are criticisms on the tendering and cost control system used in maintenance and repair works and whether the tendered prices of such works are reasonable or not. In this presentation, Sr Ho will briefly explain the tendering and cost control system commonly adopted in new works and maintenance and repair works, based on his experience in both new works and maintenance and repair works, and suggest ways to improve the tendering and cost control system in maintenance and repair works.

The purpose of the QSD PQSL 2020 is to help QSD probationers and Associate members to enrich the basic knowledge in quantity surveying practice and prepare for the APC examinations. There shall be various series of PQSL events, namely Measurement, Procurement, Standard Form of Building Contract, Contract Administration and Specialization which cover various topics such as Measurement Techniques, Measurement of Building Works and Building Services Installations, Tendering, Report on Tenders, Variation and Post-Contract Cost Control, Payment Valuation and Final Accounts, Contractual Arrangement, Liquidated Damages and Extension of Time, Direct Loss and Expense Claims, Dispute Resolution, Liquidation and etc.
