Sr Dr. Conrad Tang is currently a land surveyor of Conrad Tang & Associates Limited. He had served as the academic staff in the field of land boundary survey in the Department of Land Surveying and Geo-Informatics of the HK PolyU for 27 years. Afterwards, he started a consultancy firm to provide various land surveying services to the land stakeholders in both Hong Kong and Mainland.

Sr Dr. Conrad Tang has been committed to various public and professional services such as the Chairman (2015-2018) of Land Surveying Division of HKIS, Public Spokesman (2010s onward) of Land Surveying Division, Member (2011 onward) of the Buildings Appeal Tribunal, Development Bureau, Consultant Lecturer (2011-2012) of land boundary course for Bailiffs, High Court. He is also served as a Hong Kong Delegate (2000-2018) to the Commission 7 – Cadastre and Land Management, International Federation of Surveyors (FIG).

The speaker offers 3 areas on adverse possession in Hong Kong:

1. HKIS LSD divisional research results on AP

    Ontological analysis : legality; fairness; practicality and aftermath

    Scope: JA Pye v Graham 2000, 2001 Appeal Court, 2002 House of Lords

    Law Reform Committee - Adverse Possession Sub-Com 2002-2010

    Human Right issue and the practical result of “carry-on”.

    What about AP in urban area: long time use of public area and car parks?

 

2. Heterogeneous physical occupation criteria for successful claiming of AP

    Complete Enclosure :  desirable

    Partial Enclosure :    with topological and impenetrable vegetation

    No Enclosure :  case still be awarded with AP

 

3. Photo-interpretation on occupying features

    Is fence visible on aerial photos?

    What are the usually claimed fruit trees for adverse possession and can we identify them on photos?
