2014 WAVO AGM and Board Meeting
The World Association of Valuation Organisations (WAVO) will hold its AGM and Board Meeting on Friday, 9 May 2014, at HKIS headquarters. For members' information, WAVO is an umbrella body of international professional property valuation organisations that represent valuers and related property consultants employed in private practice, business and industry, the public sector, education, and some specialised groups that interface frequently with the profession. WAVO’s mission is to develop and enhance the valuation and related professions and to ensure that the provision of services is of consistently high quality and uniformity in the public interest. WAVO fulfills its mission by promoting the best practices, supporting robust and consistent standards, encouraging higher education, and facilitating lifelong learning among its members.
Representatives of association members from different countries will attend the meeting, and the HKIS, as one of the member associations of WAVO, will co-organise this meeting. Members may wish to note the progress report on WAVO in the next Surveyor Times message.
The 2014 Cross-Strait Land Conference
The 2014 Cross-Strait Land Conference 「2014 年兩岸四地土地學術研討會」 will be held from 20-21 September 2014 (Saturday to Sunday) in Taipei. The theme of the conference is “Challenge and Strategy in Land Use” (土地利用的挑戰與策略). The key topics of the conference include, inter alia:
1. Property valuation and investment
2. Property transaction and management
3. Land policy and law
4. Land planning and land use
5. Land use and development
6. Agricultural land use and development
7. Environmental protection and conservation
8. Climate change and disaster prevention
9. Spatial data and surveying
10. Other land use-related topics
This conference has been co-organised by four related institutes – the HKIS, the DSCC of Macau (澳門地圖繪製暨地籍局), the Faculty of Geography of Taiwan Politics University (臺灣政治大學地政學系), and the Land Administration Faculty of the People’s University of China (中國人民大學土地管理系) – since 2000 and held biennially. An invitation to apply for the conference is now open. The GPD is tasked by the General Council of the HKIS as the key division for promoting this event. Technical Seminars – Relationship between Valuers and Auditors in Preparing/Assessing Valuations for Financial Statements Purposes
Due to the implementation of the fair value hierarchy in financial statements reporting, there exist some disclosing issues between valuers and auditors regarding financial report valuations. To help both professions move forward, I have contacted the Society of Chinese Accountants & Auditors and the Hong Kong Institute of Certified Public Accountants to arrange technical seminars to clarify these issues. The first technical seminar is tentatively scheduled on 14 June 2014 (Saturday) for members of the Society of Chinese Accountants & Auditors, while the seminar for the Hong Kong Institute of Certified Public Accountants is being planned. The highlights of my presentation in the technical seminar are:

GPD Valuation Conference 2014 – save the date
The first HKIS General Practice Division Valuation Conference will be held on 28 June 2014 at JW Marriot Admiralty in Hong Kong from 9AM to 5PM. The theme of the conference is “Valuation Practices in Hong Kong”. Various speakers from academia, accounting, real estate development, private practice, and the government will attend.
Congratulation to Sr Tang Ping-Kwong, becomes Commissioner of Rating and Valuation
Sr Tang Ping-kwong, Deputy Commissioner of Rating and Valuation, will succeed Mrs Mimi Brown Tsang Mui-fan as Commissioner of Rating and Valuation on May 5, 2014.
The Secretary for the Civil Service, Mr Paul Tang said, “Sr Tang has extensive professional knowledge and experience in rating and valuation work as well as good administrative and leadership skills. I am confident that he will be able to lead the Rating and Valuation Department to meet the challenges ahead and continue to deliver quality service to the community.”

2014 年「兩岸四地土地學術研討會」現已正式邀請參加者報名。研討會將於 2014 年 9 月 20-21 日(星期六、日)在臺北召開，今年研討會的會議主題為土地利用的挑戰與策略。「兩岸四地土地學術研討會」 是由中國人民大學土地管理系、臺灣政治大學地政學系、香港測量師學會和澳門地圖繪製暨地籍局共同發起，自2000 年起每兩年一屆輪流於中國內地、臺灣、香港和澳門舉行，對促進兩岸四地土地學術研究、提升技術水準、加強同行間的友誼與合作上，均取得豐碩成果。

祝賀鄧炳光測量師出任差餉物業估價署署長
現任差餉物業估價署副署長鄧炳光測量師將於二○一四年五月五日接替曾梅芬出任差餉物業估價署署長。
公務員事務局局長鄧國威表示：「鄧炳光測量師在差餉物業估價方面擁有豐富的專業知識和經驗，並具備良好的行政及領導才能。我深信他定能帶領差餉物業估價署面對未來的挑戰，繼續為市民提供優質服務。」
