The visit is part of the CEPA Beijing Visit from 1 to 4 November 2011. We have the honor to met Mr Li Pengde, the Deputy Director General of the National Administration of Surveying, Mapping and Geoinformation and discuss the steps for our professional land surveyors in Hong Kong to be qualified as the Registered Surveyor in Mainland.

 

2011 年 11 月 4 日早上，副会长兼 CEPA 委员会主席赖旭辉和代表团到达国家测绘地理信息局与副局长李朋德、人事司副司长袁宏、科技与国际合作司副司长王倩、外事处处长范京生、鉴定指导中心副主任牛黎女士及法规与行业管理司李媛媛女士等会面。

 

袁副司长介绍了有关内地注册测绘师制度的背景及《注册测绘师制度暂行规定》的具体内容。袁副司长表明《暂行规定》的第三十九条中，订明符合考试报名条件的香港和澳门居民，可申请参加注册测绘师资格考试。申请人在报名时应提交本人身份证明、国务院教育行政部门认可的相应专业学历或者学位证书、从事测绘相关专业实践年限证明。

 

牛黎副主任亦介绍了今年 4 月份的 2011 年度的注册测绘师资格考试状况和考试结果的总体分析。郭志和表达我们希望日后能与有关部门作交流，以协助香港的土地测量师考取内地测绘师的资格。

 

我亦在会上提出 (1) 为香港专业土地测量师提供有关取得内地注册测绘师资格的培训 (2) 安排香港专业土地测量师参加注册测绘师资格考试及 (3) 探讨使香港测量公司取得内地测绘单位资质证书的方法等要求。

 

李朋德局长最后总结会议的成果，他表示欢迎香港专业土地测量师参与内地注册测绘师资格考试。他更希望我们多些参加内地举办的学术交流会，介绍香港专业土地测量师在测绘及地理信息事务的国际经验，与国内注册测绘师一同参与国际大型测绘项目。会后，国家测绘地理信息局特设午宴款待我们。

 

我们今次的访问，得到空前的成功，为我们日后的交流，提供了良好的基础。我们希望抓紧时机，在往后的日子内，加强大家的沟通，将事情办好。

I would like to express my heartfelt thanks to the members of the 2010-2011 LSD Council, Committees, and voluntary advisors for their hard work and unfailing support during the past year. I also like to thank our members for their participation in the working groups, seminars, conferences and social events.

 

The new Assessment of Professional Competence (APC) system becomes operative following the amendment of the HKIS Constitution and Bye-Laws on 18 July 2011. Chairman of BOE outlined the main features of the new APC system on 23 November 2011 with potential probations. LSDEC met the young land surveyors and gave a quick reference on the outline of the system in LSD.
