Programme Highlights

Following the announcement by the Chief Executive in 2018 and 2019 Policy Address, the Development Bureau has unveiled details of the proposed Land Sharing Pilot Scheme (LSPS) in October 2019 to hear views of key stakeholders and members of the public, with a view to launching the LSPS for receiving applications within the first half of 2020.

 

The LSPS is aimed at tapping the market force in planning and construction to release as soon as possible the development potential of private lots with consolidated ownership but not falling within areas covered by Government’s development studies supporting the use of land intended for public purpose, so as to speed up short- to medium-term housing supply. 

 

Under the framework of LSPS, the Government will facilitate infrastructural improvement that will enhance the development intensity of the private lots under application, with the condition that LSPS applicants should share 70% of the additional gross floor area gained with the Government in the form of formed land for development of public housing or Starter Homes. 

 

While it remains necessary for LSPS projects to follow all applicable statutory and land administrative procedures, the Government will provide one-stop advisory and facilitation services and pursue a compressed programme (including that for lease modification cum premium negotiation) to expedite the development process, such that housing land could come on stream and be ready for construction in about four to six years after receipt of the application at the earliest.  Public interests would be safeguarded through a set of objective criteria, measures to ensure transparency, and setting up of a Panel of Advisors to provide third-party opinion on the cases.

 

Surveyors play a key role in housing development of Hong Kong.  As such, the Development Bureau would like to share with HKIS Members more details about the proposed LSPS, answer members’ questions and listen to their views through constructive dialogues at the talk.
